Our Primary Mission

This business resource center and platform have been specifically crafted to offer guidance to underserved and underutilized communities of color concerning the requirements imposed by recipients of federal funding. Our aim is to ensure a fair process and raise awareness before initiating a proper complaint of discrimination against recipients of Federal financial assistance. Endorsed by the Coordination and Review Section (COR) of the Civil Rights Division, U.S. Department of Justice (DOJ), our method aligns with the responsibilities outlined in Executive Order 13985 and related rules, regulations, and laws to coordinate and enforce Executive Order On Advancing Racial Equity And Support For Underserved Communities Through The Federal Government and similar nondiscrimination statutes.

This platform seeks to bring attention to investigative techniques used in the enforcement of Title VI and other nondiscrimination statutes by involving the community that has historically been left behind. Through our resource center, we aim to provide assistance that should be utilized alongside legal rules and regulations, offering legal guidance on questions and issues related to ensuring civil rights compliance by federal recipients.

Regardless of the situation, adherence to sound investigative techniques is crucial for a thorough and legally sufficient investigation. Primarily focused on investigating complaints of violations of Title VI of the Civil Rights Act of 1964, which prohibits discrimination based on race, color, and national origin, this resource center delves into various aspects of complaint processing and resolutions. It outlines timeframes for the completion of tasks in the investigative process, with specific program statutes or implementing regulations for each agency being controlling.

Approaches to complaint resolution can vary based on specific allegations, whether the issue is individual or community-related, and whether the recipient is cooperative. The community, as a whole, should be made aware of the issues and situations at hand.

While some investigative agencies have followed uniform procedures for complaint investigations, we recognize the benefit of varying the approach based on the specifics of each case and recipient. The platform addresses various approaches, acknowledging that not all strategies will be applicable to every case. Regardless of the strategy employed, documentation of the basis for case closure is essential. Ultimately, the agency's responsibility is to ensure that recipients of financial assistance do not engage in discrimination.
